How infrastructure actually gets built

Every road, railway and tunnel moves through the same six stages: planning, concept, preliminary design, detailed design, construction, and as-built records. Each stage produces a set of documents, and the documents are the handoff to the next. Learn the six stages and the whole industry becomes legible.

The six stages every Swedish project follows

Infrastructure is built twice: first on paper, then in the ground. The paper half runs through four stages, the physical half through two, and every project in Sweden follows the same sequence, whether it is a metro line, a motorway junction or a water main. Internationally the same sequence appears in the RIBA Plan of Work in Britain and the AIA phases in the United States. The names shift; the logic does not.

1. Planning. Before anything can be designed, the project needs legal permission to exist. For roads and railways that means a road plan (vägplan) or railway plan (järnvägsplan) under Sweden's national planning process (planläggningsprocessen); for urban projects, a municipal zoning plan (detaljplan). The stage is dominated by statutory studies: traffic forecasts, noise calculations, environmental assessments. It decides whether the project happens, and roughly where.

2. Concept. The first real design, called programhandling in Swedish and schematic design internationally. Alternatives are drawn up, compared and one is chosen. Bridge or tunnel? East of the lake or west?

3. Preliminary design. The systemhandling, internationally design development. Each engineering discipline works the chosen concept into one coherent system: geotechnics, road or track alignment, water and drainage, structures. The calculations that prove the design holds together are made here.

4. Detailed design. The bygghandling, internationally construction documents: drawings, technical specifications and bills of quantities precise enough to build from. Packaged with the commercial terms, they become the tender documents (förfrågningsunderlag) that contractors price.

5. Construction. Produktion, in Swedish. The design meets the ground. The contractor plans the works, builds to the bygghandling and documents what happens on site.

6. As-built. When the finished asset is handed over, the drawings are updated to show what was actually built. This relationshandling, the record documents, is what the owner will operate and maintain from for the next fifty or hundred years.

Systemhandling proves it works; bygghandling says how to build it

These are the two terms people outside the industry mix up most often. A systemhandling answers the question: does this design work as a whole? It fixes the big decisions, the alignment, the load-bearing principle, how water is handled, and shows by calculation that they hold together. A bygghandling answers a different question: exactly what do we build, out of what, and where? It is the instruction set for the construction site, with every dimension, every material and every requirement written out.

The distinction matters because money changes hands on it. The systemhandling underpins the client's investment decision; the bygghandling underpins the contractor's price. An error that survives from one to the other stops being a drawing revision and becomes a change order on a live construction site.

Three actors: client, consultant, contractor

Three kinds of actors. The client (beställare), for public infrastructure usually Trafikverket or a municipality, owns the project and procures the work. Engineering consultancies do the design work (projektering) and span stages one to four; on large projects a single firm often holds the whole design assignment as lead consultant (generalkonsult), coordinating a dozen or more disciplines. Contractors span stages four to six: they review and price the detailed design, then build it.

Notice the overlap. Both sides live in stage four, detailed design, and that is no accident. It is the handoff: the point where years of design work turn into a fixed price and a binding contract. The consultancy's documents become the contractor's reality. In design-build contracts (totalentreprenad) the contractor steps into the design earlier, but the typical handoff point is detailed design. Sweden's national audit office has shown that the systematic cost increases in infrastructure happen during the planning and design phases, before construction starts. By the time a shovel touches the ground, the overrun already exists on paper, and the handoff at detailed design is where it gets priced in.

This is also where the two halves of the industry meet commercially. A large Nordic consultancy earns its fee producing the documents; a large Nordic contractor stakes its margin on reading them correctly. Same stack of paper, opposite sides of the table.

Hundreds of companies, because the contractor subcontracts the build

Because the contractor who signs the contract does not build most of it. The main contractor hires subcontractors (underentreprenörer) for earthworks, concrete, track, electrical, signalling. Those subcontractors hire their own. On a large project the chain runs several tiers deep and hundreds of firms wide. Britain's HS2 high-speed railway counts over 3,700 UK businesses in its supply chain, and the tier-two subcontracts alone are spread across more than 2,000 companies.

Here is the part that surprises outsiders: every tier reruns the same document process. Each firm receives a package of documents, reviews it, prices it, plans its works from it, and produces its own documents for the tier below. The six-stage model is not just the project's skeleton. It is a process that repeats, in miniature, at every link in the chain.

Reading the map

If you are a journalist covering a cost overrun, an investor sizing the industry, or a junior engineer in your first week at a consultancy, the six stages are the fastest way to get oriented. Where a document sits in the sequence tells you who wrote it, who reads it next, and what it commits someone to.

And notice what the map is made of. For the first four stages, the product of all this work is documents: plans, studies, calculations, specifications. Nothing physical exists until stage five. Infrastructure is a document industry with a construction site at the end — worth keeping in mind whenever you wonder why building takes so long.
