Europe's water systems are wearing out quietly. The repair is not one megaproject but thousands of small municipal ones, and every one of them comes with its own paperwork.
The numbers
Bad, and quiet about it. Sweco's Urban Insight analysis Too much, too little, too polluted (May 2026) puts numbers on a risk that rarely makes the front page: 30 percent of Europe's population now experiences water stress in a given year, across 20 percent of the continent's land area. Flooding caused 18 billion euros in damage in 2024 and affected more than 400,000 people.
The infrastructure underneath is part of the problem. In many European countries, roughly 20 percent of treated drinking water never reaches a tap: it leaks out of the pipes on the way. A third of groundwater bodies are under pressure from diffuse pollution. Mattias Salomonsson, water expert at Sweco, draws the conclusion:
Europe's water challenge no longer concerns isolated events or individual regions. Sweco's analysis shows that flooding, scarcity and pollution must be managed as one interconnected system, or the risks will continue to grow and threaten Europe's water security, public health, infrastructure reliability and economic stability.
The shape
Because the work has the opposite shape. A rail crisis is concentrated: one corridor, one budget line, one parliamentary debate. Water renewal is distributed. In Sweden, drinking water and wastewater are a municipal responsibility, and all 290 municipalities own pipes, pumping stations and treatment plants. The renewal happens, or fails to happen, one small project at a time.
The gap is documented. Svenskt Vatten, the Swedish water utilities' association, put the investment need at 31 billion kronor per year through 2040, against an actual level of about 21 billion: an underinvestment of roughly 10 billion kronor every year, on a total need of 560 billion. The largest single item is the pipe network itself.

The bottleneck
The money is the visible half of the gap. The quieter half is this: a re-laid main or a renewed pumping station is a small project in kronor, but a full-sized project in documents. It needs an investigation, often a permit for water operations under the Environmental Code, sometimes an environmental impact assessment, consultation with those affected, design documents, review rounds and a procurement. None of that paperwork shrinks because the pipe is short.
Now multiply. Closing the Swedish gap means raising the pace of work by half, every year, for well over a decade. Every added project brings its own document set, and the documents all pass through the same people: the municipal engineers, consultants and reviewers who write and check them. The document volume grows with the project count. The number of people qualified to handle it does not. So the binding constraint is not capital. A parliament can decide to spend 560 billion kronor in an afternoon. Review capacity cannot be appropriated.
The true cost of water extends far beyond the water bill. Failure to consider future flood damage, supply disruptions, stricter regulation and environmental degradation at an early stage means that risks and costs increase over time.
Salomonsson is pointing at the early stage: the investigations and assessments done, or skipped, before anything is built. That is exactly the stage that document capacity governs.
The constraint
Sweco's analysis argues for treating water as one system, and the same logic applies to the paperwork. A distributed fix means distributed documents: not one environmental assessment for one tunnel, but a thousand small investigations, permits and review rounds a year, spread across hundreds of organisations that each handle a few.
The next infrastructure crisis will not announce itself with a spectacular cost overrun. It will arrive as a queue: small, necessary projects waiting for their investigation, their permit, their review. The question for the coming decades is not whether Europe can afford to renew its water systems. It is how many small documents its engineers can produce and check in a year.
