Attached is our utility conflict base DWG for the Iowa 326 roundabout and Celandine Drive in Silver Crossing, along with the SUE report, the Iowa One Call (811) design locate responses, the easement search, the City franchise ordinances, the Iowa DOT utility permits, the Municipal Utilities MOU and our unit cost sheet. Go through every utility ID in the drawing and build a conflict matrix by utility owner. Then split the relocation cost of each conflict between the owners and the City, reimbursable or not, and show me which document decides it.
