Utility conflicts, Iowa 326 roundabout and Celandine Drive
All 42 utility IDs in the utility conflict base file were checked against the proposed roundabout on Iowa 326, Celandine Drive, the new water, sanitary and storm lines, and the detention basin. 28 conflicts on 22 utility IDs carry an estimated relocation cost of $1,218,000, allocated conflict by conflict between the utility owners and the City.

Summary
Cost allocation
The City carries $668,000 of $1,218,000
Of the $1,218,000 estimate, $668,000 (55%) is reimbursable or a City cost and $160,000 falls to the utility owners. The largest City items are Plainsview Telephone’s prior-rights duct bank through the detention basin ($219,000) and gas main GAS-2100-04 along Celandine Drive, which was relocated in 2022 at the City’s direction and is covered by the five-year clause in the gas franchise ($151,500).
Action: pull the City’s 2022 directive to document the five-year clause.
Unresolved
$390,000 cannot be assigned yet
Five conflicts in the Iowa 326 right-of-way ($365,000) involve facilities under Iowa DOT utility permits. The permits require relocation at no cost to the State for highway work, but do not say what applies when the City sponsors the roundabout. Two unknown cables ($25,000) were not claimed by any owner in the Iowa One Call (811) design locate responses.
Action: question to the Iowa DOT district office and the owners; QL-B designating for UNK-0031 and UNK-0036.
Quality level
11 of 22 conflicts rest on QL-D records only
For 11 conflicts, horizontal and vertical location come only from owner records (QL-D). They account for $514,500, 42% of the estimate, and include the City’s two largest items: Plainsview’s duct bank through the basin and GAS-2100-04.
Action: QL-A test holes at the 11 conflicts before final plans.
Conflicts by utility owner and cost allocation
Filter by utility owner, severity, quality level or who pays. Click a conflict on the plan or in the matrix for location, vertical relationship, action and the document that decides who pays. Choose how unresolved amounts are counted to see the range of the City’s share.
The number in each marker is the conflict number. Click a line to see its attributes, even when it has no conflict. The dash-dot line is the plat boundary; the dotted lines are the Iowa 326 right-of-way.
Conflicts by utility owner

Method
Every object on the utility layers of the conflict base file was read with its utility ID, owner, size, depth of cover and ASCE 38-22 quality level: 42 utility IDs from five utility owners and the City, plus three objects with no owner.
Utility IDs and owners were checked against the Iowa One Call (811) design locate responses and the SUE report. Three objects on the unknown-utility layers were not claimed by any owner.
Each facility was intersected in plan with the proposed design: pavement for the Iowa 326 roundabout and widening, Celandine Drive and the shared-use path, detention basin DB-1, and the new water, sanitary and storm lines. Hits on the same utility ID within 50 ft were merged into one conflict.
Conflict: the facility is inside the new pavement section or basin, within 1 ft vertically of a proposed pipe, or parallel within 5 ft. Protect: it crosses an open trench above a proposed pipe or lies less than 1 ft below the excavation bottom. Verify: less than 2.25 ft of clearance where the location is QL-C or QL-D.
Action and cost from the unit cost sheet, a price per linear foot plus a fixed amount for splices, tie-ins and outages, rounded to the nearest $500.
The property interest of each utility ID was taken from the recorded easements, franchise ordinances, Iowa DOT permits and the Municipal Utilities MOU, and the cost was allocated under that document.
Assumptions and limitations
Federal-aid funds participate through Iowa DOT, so reimbursement eligibility follows 23 CFR 645 Subpart A. Confirm in the funding agreement.
Estimates are concept level. Utility engineering, temporary service during outages and owner overhead are not included.
Support and protection in trench and test holes are contract work paid by the City.
The five-year clause is applied to GAS-2100-04 based on the owner’s record (811 responses, p. 14) that it was relocated in 2022 at the City’s direction. The directive should be documented.
Prior-rights relocations are treated as fully reimbursable; no betterment or accrued depreciation credit was identified.
QL-D depths come from owner records and can be off by a foot or more. Confirm with QL-A test holes.
Unresolved amounts are shown separately. “Assign to City” and “Assign to owner” show the range.
Coordinates are in Iowa State Plane North, as in the base file. Whether the City’s or Iowa DOT’s CAD standards call for the Iowa Regional Coordinate System on final plans has not been checked; confirm with the Iowa DOT district office.
