Check each one against everything in the bid documents (bid instructions and bid form, Div 01, the Div 23 specs, the M-sheets, the Exhibit B scope matrix, both addenda and our subcontract form) and mark every requirement compliant, partial, exception or unclear, with the page it comes from on both sides. Read their attachments too, not just the cover letters. Then draft scope clarification questions for each bidder.
