The bid estimate’s resource summary, 27 lines, is priced against four vendor quotes. Renting equipment from Pruett-Lindell and trucking with Vance Hollis comes in $84,234 under buying everything from Broken Spur. Vance Hollis’ fuel surcharge has no stated basis and can erase its trucking edge.

Summary

Split buy

Pruett-Lindell and Vance Hollis come in $84,234 under Broken Spur alone

Broken Spur is the only vendor that quoted all 18 equipment and trucking lines, $1,098,266 in total. Equipment from Pruett-Lindell and trucking from Vance Hollis total $1,014,032, 7.7% less. Taking the low vendor line by line saves another $5,750 on three full-period rentals from Broken Spur.

Fuel surcharge

Vance Hollis’ edge is gone at a 5.6% fuel surcharge

The quote says “Fuel surcharge will apply per current index” (p. 2), with no index, base price, table or cap. Vance Hollis trucking runs $35,069 under the next-best vendor line by line, 5.6% of its trucking total.

Ask for firm rates, or a surcharge tied to the EIA weekly on-highway diesel price, Midwest (PADD 2), with a stated base, table and cap.

Rental minimums

The lowest 4-week rates cost the most on 8 of 11 equipment lines

Broken Spur’s 4-week rates are 7–8% under Pruett-Lindell’s, but it bills whole 4-week periods with a 4-week minimum and charges $1,500 delivery each way (proposal p. 4). On the 30-ton articulated trucks the break-even near the scheduled 10 weeks is 10 weeks 2 days. At 10 weeks Pruett-Lindell is $6,375 lower.

    Method

    1. The 27 resource summary lines were read with quantity, unit and estimate price. Unit counts, rental durations and weekly hours for equipment came from the CPM schedule.
    2. Each quote line was matched to a resource line. Vendors use their own descriptions, for example “22,000 lb crawler dozer” for the 20,000–25,000 lb dozer line.
    3. Pruett-Lindell rentals are billed at the lowest combination of 4-week, weekly and daily rates. Broken Spur rentals are billed in whole 4-week periods. Both add hour-meter overtime over 40 hours per week at 1/160 of the 4-week rate, and delivery per unit.
    4. Broken Spur’s fuel surcharge follows its quote: 0.5% per full $0.05/gal once the change exceeds $0.25/gal. Vance Hollis’ surcharge is modeled as a starting surcharge plus 0.5% per $0.05/gal above the chosen trigger.
    5. One vendor means the only vendor that quoted every equipment and trucking line. Two vendors means the lowest pair that covers those lines together. Low per line takes the lowest price on each line.
    6. Vance Hollis’ edge is the difference between its trucking lines and the lowest other price on the same lines. The break-even is the surcharge at which that difference reaches zero.

    Assumptions and limitations

    • The Vance Hollis quote does not say how its surcharge is figured. The 0.5% per $0.05/gal table is taken from Broken Spur’s quote and is an assumption for Vance Hollis.
    • The diesel slider is a change from the quote week. No actual EIA price levels are shown.
    • The quantity slider scales rental durations, trucking hours and tons together. Weekly hours per unit stay as scheduled.
    • The cost of managing several vendors, truck minimums per day, standby time and charges not stated in the quotes are not priced.
    • Estimate prices and quoted rate levels have not been benchmarked against the Oklahoma rental and trucking market, and the weekly split of 4-week rates follows each quote as read. The estimator should confirm both with the vendors before award.
    • Hot mix asphalt and pipe, four lines, have no quote and need a separate request.
