Summary

Reinforcing steel · Lines 0100, 0130

Reinforcing steel explains $109,185, nearly a third

The quote carries 233,300 lb against 202,800 lb in the bar list for the bridge and walls. It prices shipping weight with 8% waste and bar supports, which the RFQ puts in the unit price (quote p. 4, line 7 and p. 6, line 3). The quantity adds $62,525, and the higher unit price, $2.25 against $2.05 per lb, another $46,660.

Action: ask for unit prices on the plan quantity from the bar list.

Duplicate · Lines 0090, 0110

The barrier curb is priced twice, $59,470

The curb and its epoxy-coated reinforcing appear on p. 5 (lines 3 and 4) and again on p. 7 (lines 2 and 3), with the same bid lines, quantities and unit prices. The schedule carries them once.

Action: strike p. 7, lines 2–3 from the quote.

Missing from quote · Lines 0150, 0160

Approach slabs are missing from the quote, $43,700

The quote excludes the bridge approach slabs and the vertical drains at the end bents (p. 2, exclusion 4). On equal scope and without the duplicate, the quote is $340,765 (14.8%) over the schedule.

Action: get a price for the approach slabs before leveling quotes.

Method

  1. Reading. The quote's 21 lines were read from the PDF with page, line, bid line reference, description, unit, quantity and unit price. The schedule's 18 lines were read from the spreadsheet with row numbers.
  2. Linking. Each quote line was tied to the bid schedule line it references, checked against the description. Lines with no reference are quote only. A quote line with the same bid line, quantity and unit price as a line already linked was flagged as a duplicate.
  3. Split. For linked lines in the same unit, the difference was split into quantity, (quote quantity − schedule quantity) × schedule unit price, and unit price, (quote unit price − schedule unit price) × quote quantity. Quantity differences that come from a different measurement basis are shown separately.
  4. Other steps. Lines in a different unit were compared on amount using the quote's conversion factor. Schedule-only lines count as negative, quote-only and duplicate lines at their full amount. Mobilization was compared as one lump sum.
  5. Check. The eight steps add up exactly to the $356,535 difference, and each link adds up to its own difference.

Assumptions and limitations

  • Descriptions and units follow the pay item style in the bid schedule. Bid line numbers are the project's own. The schedule has no separate formwork lines, so forms are carried in the concrete unit prices.
  • Backfill is converted from tons to CY at the quote's 1.7 tons per CY. A different factor moves dollars between unit of measure and unit price but does not change the total.
  • The quantity differences in wall excavation and form liner are not explained in the quote and were not checked against the plans.
  • Cold-weather protection, the pump truck and the sealer count as additions because the schedule has no lines for them. If the special provisions require a sealer, it belongs in the schedule's scope.
  • Bonds, escalation and payment terms are not part of this comparison.
  • The schedule unit prices are the company estimate and have not been checked against current MoDOT bid prices. Whether the approach slabs belong in the structures subcontract is a scope choice. The estimator should confirm both before leveling quotes.
