Project Experience 2016–2026 and Project Selection for the Center Street SOQ

The Clear Falls office project experience database, matched to closeout reports, client reference letters and CRM contacts, as a filterable overview with a project selection for Mount Avery Borough's RFQ. The database's 168 entries are 161 projects, and the 2D flood modeling requirement can't be met with the firm's own completed work.

Summary

Duplicates · Project database

7 projects are entered twice under different names

The database's 168 entries are 161 projects. Each pair has the same client and client contract number and overlapping dates, for example 19-006 Main Street Phase 2 Reconstruction and 19-014 Main Street Streetscape and Utility Project, Coldbrook (Agreement 2019-68). Firm fees are overstated by $2.4M.

Two of the five largest completed street and utility projects in the database are the same project. Merge the entries and use 19-006.

R4 · CRM export, Oct 1, 2026

5 of the 8 largest street and utility projects lack a current reference

The client contacts for 19-006, 20-030, 22-002, 18-019 and 17-002 have left the owner organization. RFQ Section 4.4 requires a current reference at the owner for each project. Current contacts exist for 21-003, 22-019 and 23-001.

Get new contacts at those owners, or use projects with current references, as in the recommended selection.

R3 · Stormwater & flood control

No flood modeling project completed since September 2022

RFQ Section 4.3(c) asks for a 2D hydraulic flood modeling project completed after Dec 4, 2023. The most recent one is 21-007 Clear Falls Flood Model, HEC-RAS 2D (Sep 2022). Three flood studies are active, and the first is scheduled to finish in January 2027 at the earliest, after the SOQ due date.

The firm can't meet this with its own projects. Team with a subconsultant and list its project, as RFQ Section 4.5 allows.

          Method

          1. Import. Read the database's 168 rows and mapped market sector, service, client type and dates to one set of codes.
          2. Matching. Linked each row to its closeout report and reference letter by job number, and to the CRM export by contact name and organization.
          3. Duplicates. Flagged rows with the same client, the same client contract number and overlapping dates (7 pairs). The later entry is hidden in Merged view.
          4. Contacts. Checked each client contact's status against the CRM export dated Oct 1, 2026.
          5. Requirements. Scored each project against R1–R4 from the database and the closeout report's project description. Selection coverage counts duplicates once.
          6. Recommended selection. Completed projects that meet R1 and have a current client contact, ranked by firm fee. One slot is left for the subconsultant's flood modeling project (R3).

          Assumptions and limitations

          • Firm fee is the contract value on prime contracts and the firm-share column on subconsultant work. R2 is checked against the firm fee.
          • Completed means status Completed with an end date in the database, checked against the closeout report where one exists. Active projects don't count as completed, and the Year completed filter treats them as 2026.
          • A contact who has left the owner organization doesn't satisfy R4, even if the person can still be reached in a new role.
          • A missing reference letter doesn't rule a project out. What RFQ Section 4.4 requires is a current owner contact for each project; letters are optional support, and projects without one on file are flagged so the team knows the SOQ will rest on the contact alone.
          • Projects entered before 2016 and projects from other offices are not included.
          • The MS4 Pollutant Reduction Plans in the database were prepared under the 2018 PAG-13 general permit. DEP's next PAG-13 is expected to replace them with a different plan type, so the project descriptions should be checked against the permit in force before they are reused.
          • The map is schematic and shows municipalities, not project locations.
