Summary

Quantity mismatch · Bid Schedule and cable schedule

The 19-conductor signal cable is 5,320 LF short in the Bid Schedule

Item 6.03 carries 4,070 LF of 19/C #14 AWG signal cable. The cable schedule (Rev 0) lists 14 cables of that type totaling 9,390 LF, 2.3 times as much. At our $11.00/LF the gap is $58,520, and every item is paid at plan quantity.

Ask which length governs and whether the item will be measured.

No pay item · specs, plans and Bid Schedule

The bungalow foundation is specified and detailed, but has no pay item

Sheet SG-21 details a 10 ft × 8 ft cast-in-place foundation under the crossing bungalow, and Specs Section 5.4.2 puts it in the Work. The Bid Schedule only has Item 5.12 to furnish and set the bungalow. Our estimate for the foundation is $24,500.

Ask for a pay item before carrying the cost in Item 5.12.

Count mismatch · three documents

Seven, six or five junction boxes, depending on the document

Signal Plan SG-11 and the cable schedule show JB-1 through JB-7. Specs Section 5.3.1 calls for six and Bid Schedule Item 5.08 for five. The two boxes beyond the Bid Schedule come to $23,000 at $11,500 each, including foundation and grounding.

Ask for the count and a revised quantity in Item 5.08.

Discrepancies between the documents

A discrepancy that involves three documents counts in all three pairs, so the matrix adds up to more than the number of discrepancies.

    Method

    1. Each document was broken into comparable entries: the Bid Schedule by item, the specifications by section, the plans by device and note, the cable schedule by cable and Division 00–01 by article and section.
    2. Devices such as junction boxes, cables, handholes, foundations, gates and derails were matched across documents by tag and station.
    3. Quantities were compared. Cable lengths were summed by cable type, ballast was computed as typical section × track length, and counts were taken from the plans.
    4. Requirements in the specifications and Division 01 were compared with plan notes and Bid Schedule descriptions, and cross-references between documents were checked.
    5. Each discrepancy was given a type, a price impact and a question worded for submission under Interpretations and Addenda in the Instructions to Bidders.

    Assumptions and limitations

    • Estimate impact uses our own unit costs, for example $11.00/LF for 19/C #14 AWG signal cable, $11,500 per junction box and $52/ton for ballast. The figures show order of magnitude, not the Port’s estimate.
    • Impact: high from $20,000, medium $4,000 to $19,999 and low under $4,000. Four discrepancies cannot be priced until the Port answers (D09, D21, D24, D25) and are rated on their possible extent.
    • A discrepancy that involves three documents counts in all three document pairs in the matrix.
    • The review does not cover commercial terms such as liquidated damages, bonds and payment, or any assessment of claims after award.
    • The No. 10 lead length used to explain the 78 ft gap follows the common AREMA dimension. Some railroads’ own turnout standards differ slightly, so confirm it against the Port’s turnout standard drawing.
