Included or billable: component replacements in October 2026, Tamarack Subdivision
The 18 component replacements performed under maintenance-of-way contract TVRA-MW-24-03 in October were checked one by one against the asset classification, the exceptions list, the measurement and payment provisions and the General Conditions. 8 are covered by the monthly lump sum, 5 are billable at unit prices and 2 are extra work. For 3 replacements the contract gives no answer, and a question for the Authority has been drafted for each.

Summary
Annual allowance · Exhibit E, Item 201
84 of October’s 128 crossties exceed the annual allowance
The monthly lump sum covers 300 spot crosstie replacements per calendar year on the subdivision. With 256 ties replaced January through September, only 44 of October’s ties fit. The other 84 are billable under Item 202 at $285 each, $23,940 (Exhibit E, Items 201 and 202).
Bill 84 ties under Item 202 and attach the year-to-date tie report through October.
Exceptions list · Exhibit D
Exceptions reverse the answer for 2 replacements
The frog in crossover 14B is a unit-price item under Exhibit C, but Exception X-07 makes it extra work, $54,200 on force account. The insulated joint at MP 124.45 is Category B, yet Exception X-12 puts it in the lump sum, so it cannot be billed.

3 replacements need an answer from the Authority
Replacing 2 of 8 crossing panels at SR 263, lining the culvert at MP 116.87 and the field welds on the rail replacement at MP 133.22 are not settled by Exhibit C, D or E. $78,200 depends on the answers.
Three questions are drafted, each citing the rows that were checked.
Assessment by replacement
Each replacement is checked in four steps: category in Exhibit C, exceptions in Exhibit D, conditions in the General Conditions and Exhibit E, then outcome. Select a replacement to follow its path through the tree with quotes from the contract, or click an outcome in the tree to filter.

Method
Each line in the work order log was matched to an asset type and work activity in Exhibit C and assigned Category A, B or C. Lines that were missing or fit more than one category were flagged as unclear.
All 23 exceptions in Exhibit D were checked against the location (milepost, station limits, switch number) and the asset.
The General Conditions and the measurement and payment provisions in Exhibit E were applied: annual allowances per calendar year, the per-incident cap on third-party damage and the requirement for a written change order for extra work.
Year-to-date quantities for January through September were taken from the summary tab of the October log, which totals the earlier monthly logs.
Where none of the documents settled the question, a question for the Authority was drafted citing the rows that were checked.
Assumptions and limitations
Unit-price amounts are quantity times the Exhibit E unit price. Amounts for extra work and for silent items are the costs recorded in the work order log.
The assessment covers the basis of payment only. Whether the work was needed and performed correctly, including compliance with the FRA Track Safety Standards (49 CFR Part 213), was not reviewed.
Exhibit F Force Account Rates and any written interpretations by the Authority in earlier progress meeting minutes were not among the documents.
