    Method

    1. Read the answer log for Oct 1–31: 77 questions with the section and revision each answer quoted.
    2. Checked each quote against the text of the revision in force when the question was asked: v3.1 through Oct 15, v3.2 from Oct 16.
    3. Compared v3.1 and v3.2 section by section. Answers that quoted a section that later changed were marked outdated.
    4. Compared sections that overlap, including the approval deadline in 4.3 and 8.2 and overtime in 3.1 and 3.2. Contradictions were marked, along with answers that quoted the conflicting text.
    5. Grouped questions with no match in the document by topic and matched them to the new-questions queue.

    Assumptions and limitations

    • The FAQ app answers only with text from the FAQ document. The answer in the log is the section text of the revision in force.
    • User numbers in the log are pseudonymized. Head counts are by user number.
    • The correct deadline is assumed to be the one in 4.3 because it changed most recently. Payroll should confirm.
    • The review does not check whether the FAQ complies with the FLSA, Michigan law, Davis-Bacon requirements or the CBAs. It only checks answers against the document.
    • FAQ 6.1 says paid sick time follows the Michigan Earned Sick Time Act and, for union employees, the CBA. The Act's transition rules for employees under a CBA are more nuanced than that sentence, so HR should confirm the wording with employment counsel licensed in Michigan.
    • Policy HR-14 and its per diem rate table are referenced by the FAQ but were not part of this review. Answers for the new-questions queue are written by HR and payroll and are not included here.
