Fuel use and renewable share, Route 781, Saddle Crossing
Gallons by vehicle and machine, renewable share by quarter and contract year, and a prefilled Q3 2026 sustainability report, compiled from the fleet card export, Carver Fuel invoices and delivery tickets, and the site tank meter log. Contract Year 2 misses the 50% renewable minimum unless one delivery gets its product transfer document.

Summary
Contract Year 2 · 50% minimum
Contract Year 2 comes in at 48.9% against the 50% minimum
Adding up the card export and the invoices as they stand gives 51.5%, which looks compliant. That total counts 32 cardlock fuelings twice and credits an R99 delivery whose ticket has no product transfer statement. With the statement on file for the Aug 11 drop (BOL 119111, 1,540 gal), the year reaches 50.5%.
Ask Carver Fuel for the product transfer document before the Nov 14 report deadline.
Q3 2026 · Deviation
Four units fueling ULSD at Crossway #27 pull the quarter under
DT-22, DT-23, DT-24 and ST-33 fueled ULSD 37 times at Crossway Fuel #27 between Aug 3 and Sep 25, 2,935 gal in all. The station sells no renewable diesel. Even with the Aug 11 delivery credited, the quarter is 47.3%; had they fueled R99 at the Carver cardlock it would have been 57.0%.
SP-07 requires a corrective action plan with the Q3 report. Route these units to the Carver cardlock.
Carver June invoice · Duplicates
32 cardlock fuelings are on both the card export and Carver’s invoice
Carver Fuel invoice 53120 for June lists 32 fleet card fuelings at its cardlock, 2,080.137 gal of R99, that the fleet card program already bills. Card number, date, time and gallons match. The summary counts them once.

Method
The card export was read row by row and each card matched to a unit through the equipment list. The product code sets the fuel: R99, B20 or ULSD.
Invoices and delivery tickets were read per drop: date, tank, product, net gallons and whether the ticket carries a product transfer statement with the renewable content.
Card lines on the supplier invoices were matched against the card export on card number, date, time and gallons. Matches count once.
Renewable share is credited renewable content divided by total diesel purchased, per quarter and contract year, as SP-07 sets out: R99 at 99%, B20 at 20%. R99 without a product transfer statement counts as petroleum diesel.
Emissions are reported in metric tons of CO₂e, the reporting unit the Hub describes as typical. Fossil CO₂ applies the Hub’s Diesel Fuel factor, 10.21 kg/gal (Table 2), to the petroleum share of each fuel. CH₄ and N₂O apply the Table 5 factors for construction/mining diesel equipment, 1.01 g CH₄/gal and 0.94 g N₂O/gal, to every gallon, renewable or petroleum, converted with the Hub’s 100-year GWPs of 28 and 265 (Table 11, IPCC AR5): 0.277 kg CO₂e/gal. Biogenic CO₂ from the renewable share is reported on its own line, outside the CO₂e total.
The tank meter log allocates site-tank fuel to each unit. Units on Tank 1 get the quarter’s credited share of R99 deliveries.
Form SR-4 was filled in from the calculation, with a source for each field.
Assumptions and limitations
The share is by volume of diesel purchased, per SP-07, not by energy content.
Renewable content is taken from the product: 99% for R99 and 20% for B20, as SP-07 credits them.
Whether R99 can be supplied reliably to the job in Virginia, and what a product transfer document must state for its renewable content to count, are taken from SP-07 and Carver’s tickets. Neither has been checked against supplier terms or federal and state fuel documentation rules.
The Hub has no renewable diesel row in Table 2, so its biogenic CO₂ uses the Diesel Fuel factor. Table 5 has no biodiesel or renewable diesel rows, so the diesel equipment factors also apply to R99 and B20.
The card export has no odometer readings, so the per-mile on-road factors in Table 4 cannot be used. Dump trucks, service trucks and pickups also get the per-gallon equipment factors, which likely overstates their CH₄ and N₂O. CH₄ and N₂O are under 3% of the CO₂e total for petroleum diesel.
Factors are tank-to-wheel combustion emissions only, as in the Hub. Upstream fuel production is not included.
Site-tank inventory change is not part of the report. The vehicle view shows the difference between delivered and issued gallons.
Subcontractor units that do not fuel on the contractor’s cards or from the site tanks are not included.
The records cover Oct 1, 2024 through Sep 30, 2026. Contract Year 3 (60% minimum) began Oct 1, 2026 and goes in the next report.
