Electrical safety training and quiz, Route 452, Flint Run

Training material in five modules and a 12-question quiz for the crew digging and lifting near the 69 kV line and the 12.47 kV underground feeder along the new Route 452 sidewalk in Flint Run, Missouri. Every question traces to an item in the material and on to its source. Fourteen crew members took the quiz on Nov 3, and the results show two clear knowledge gaps.

Summary

69 kV line · question 3

The old toolbox talk gives the wrong clearance for the 69 kV line

8 of 14 missed the minimum clearance, and 7 of them picked 10 ft. That figure comes from toolbox talk TT-07 (2023, p. 1), but 10 ft applies only to lines rated 50 kV or below. Flint Run Municipal Utilities (FRMU) requires 15 ft from its 69 kV line (Requirements, section 3.1, p. 3).

Action: pull TT-07 and cover the 15 ft clearance at the next morning huddle.

Underground cable · question 7

Equipment operators use 18 in instead of Missouri's 2 ft

5 of 6 equipment operators said hand digging is required within 18 in of the marks. Missouri's approximate location is the cable's width plus 2 ft on each side (RSMo 319.015), and FRMU requires hand or vacuum excavation inside it (section 5.2, p. 6). Every laborer and foreman answered correctly.

Action: brief the operators before trenching along the 12.47 kV feeder starts.

Pass mark

An 80% pass mark lets six crew members through with a critical miss

11 of 14 score 80% or higher. If the four critical questions (3, 7, 10 and 11) must also be correct, 5 of 14 pass. The six who drop out all missed a clearance for an overhead line or a buried cable.

Proposal: critical questions must always be correct, and 9 crew members retake the quiz after the briefing.

    Method

    1. Tasks near electric lines were taken from the safety plan: trenching along the 12.47 kV feeder, crane lifts of precast inlets near the 69 kV line, and temporary power from the job panel.
    2. Each task got rules from FRMU's requirements, the locate ticket and the regulations. Every rule carries a source with section and page.
    3. Twelve questions were written against the rules, and each question was tied to exactly one item in the material. Four questions on life-critical clearances and emergency response were marked critical.
    4. Answers from the Nov 3 session were laid out by crew member, question and role. Wrong answers were compared with the source documents to find where a wrong figure comes from.

    Assumptions and limitations

    • Clearances from overhead lines follow FRMU's requirements, which are stricter than the 29 CFR 1926.600(a)(6) minimum for a 69 kV line. Confirm them with FRMU before the material is used.
    • The quiz measures knowledge at one point in time. It does not replace the briefing on line locations and hazards that 29 CFR 1926.416(a)(3) requires.
    • The Missouri locate rules in RSMo chapter 319 are cited as published; amendments from the 2025 and 2026 sessions have not been checked. The NFPA 70E program owner should confirm them before the material is used.
    • The 80% pass mark comes from the safety plan. Requiring the critical questions is a proposal.
    • Crew members are listed by number. Names are in the results file.
