Design schedule, Iron Crossing double track, Iron Subdivision

Final design schedule across eight disciplines with two interdisciplinary reviews (IDRs), the owner's 90% review and a weekly meeting plan, built from the task order scope of services, the project management plan (PMP) and the discipline deliverables schedule. With the PMP's comment resolution period included, the 100% submittal lands two business days after the task order due date, and Signals does not deliver in time for the 90% IDR.

Summary

90% IDR · Signals

The 90% signal plans are missing for the first three days of the 90% IDR

The PMP fixes the 90% IDR for the week of May 17, 2027 (p. 11). The deliverables schedule has the 90% signal plans finishing Wed, May 19 (row 18), because the track alignment is frozen only after the 60% IDR and signal design takes 48 business days. Reviewers get the signal plans on Thu, May 20, with two days of the five-day IDR left.

Options: a partial signal set by May 17, or the IDR in the week of May 24. The second puts the 100% submittal seven business days past the due date.

Due date

The 100% submittal lands two business days after the due date

The proposal schedule showed three business days of float to the Jul 20, 2027 due date in the task order (p. 7). It left out the five business days of comment resolution after the 90% IDR that the PMP requires (p. 12). With them included, the final submittal lands Thu, Jul 22.

With a 10-business-day owner review instead of 15, float is back to +3 business days.

Meeting plan

Five meetings moved for federal holidays, five canceled over the holidays

The first owner progress meeting fell on Thanksgiving and moves to Wed, Nov 25. The Monday coordination meeting moves to Tuesday in the weeks of MLK Day, Presidents' Day, Memorial Day and Independence Day (observed).

Regular meetings in the weeks of Dec 21 and Dec 28 are canceled per the PMP's holiday schedule.

Method

  1. Design starts from the owner-furnished 30% plans. Activities, durations and dependencies were read from the deliverables schedule. IDR weeks, comment resolution and meeting cadence came from the PMP, and the owner review period and due date from the task order.
  2. The schedule was calculated forward on the project calendar: business days Monday through Friday, excluding federal holidays on their observed dates. All dependencies are finish-to-start.
  3. Both IDRs are fixed in the weeks the PMP sets. A deliverable that finishes on or after the IDR start date is flagged as late.
  4. Total float was calculated backward from the due date, and for activities ahead of an IDR, to the IDR start.
  5. The meeting plan was laid out week by week from the PMP. A meeting that falls on a holiday moves to the previous business day in the same week, and a Monday meeting moves to Tuesday. Regular meetings are canceled in the weeks of Dec 21 and Dec 28. Kickoff and review meetings follow the schedule.
  6. The export is built in the browser: Microsoft Project XML (MSPDI, wrapped in a zip file where the viewer does not allow XML downloads) with the project calendar, summary tasks, dependencies, must-start-on constraints, the due date as a deadline and meetings with start times, plus comma-separated CSV.

Assumptions and limitations

  • The owner review period is counted on the project calendar.
  • The day after Thanksgiving is counted as a business day.
  • Durations are the disciplines' own estimates in the deliverables schedule and have not been assessed.
  • Canceled meetings are left out of the Project export but are listed in the meeting plan CSV.
  • Confirm meeting times and locations with attendees before invitations go out.
  • The Microsoft Project XML follows the MSPDI schema but has not been test-imported into Microsoft Project. The scheduler should check the calendar, constraints and holidays after import.
  • The owner’s formal review at 90% only and the canceled meetings in the holiday weeks are taken from the task order and PMP as written. The rail design lead should confirm with the owner that no other formal review point is expected.
