Change order potential in the bid documents, Eyebright Addition Phase 1
The plans, Special Provisions and Supplemental General Conditions were checked against what the bid schedule actually pays for. 16 items with change order potential, estimated at $668,800, were found. Addendum No. 2 deleted the clause that made work without a pay item subsidiary to other items, which strengthens the basis for six of them.

Summary
Addendum No. 2 · SP-3
The incidental-work clause is gone in Rev 1, and the Addendum does not say so
In Rev 0, SP-3 made all work without a separate pay item subsidiary to the other pay items (p. 9). Rev 1 shows SP-3 as vacant, and the Addendum's summary of changes does not mention it. Six items totaling $377,500 move from a weak to a moderate or strong basis.
Price against Rev 1 and cite the deletion in your questions, so it cannot be reinstated unnoticed.
No pay item · PCO-11
Petroleum-impacted soil has no pay item for haul and disposal
The Phase II ESA estimates 1,900 CY above action levels at the former gas station (p. 31), and SP-14 requires disposal at a permitted Subtitle D landfill (p. 22). The bid schedule only has Unclassified Excavation with placement on site. Estimated at $142,500, the largest single item.
Ask by Nov 11 for a disposal item, preferably per ton.
Third-party cost · PCO-09
Sheet E-101 puts the co-op's relocation charge on the Contractor; SP-11 puts it on the utility
Note 3 on E-101 makes the Contractor pay Hickory Hills Electric Cooperative to relocate the underground secondary, estimated at $92,000. SP-11 says utility owners relocate at their own expense, and project-specific Special Provisions govern over plans for information under Standard Specifications 105.04.
Do not carry the charge, but ask anyway so the answer comes by addendum.
Potential change orders and revision comparison
Each item shows quotes from the bid documents, what the bid schedule pays for, the measurement, the change order basis, its strength and the City's likely counterargument. Switch revisions to see how deleting SP-3 changes the strength, or open the revision comparison.

Method
Every requirement in the Special Provisions, on the plans and in the Supplemental General Conditions that calls for work, design effort or a fee was listed with file and page, 1,286 requirements in all.
Each requirement was matched to the 119 items in Bid Schedule Rev 1 by item description and measurement. Requirements with no item, or outside an item's measurement, were carried forward.
Statements about the same thing in different documents were compared: counts, sizes, thicknesses, elevations and who pays. Conflicts were tested against the order of precedence in Standard Specifications 105.04.
Each item was given a change order basis under the Standard Specifications, a strength and the City's most likely counterargument. Strength was assessed separately under Rev 0 and Rev 1.
Special Provisions Rev 0 and Rev 1 were compared paragraph by paragraph, and each change was checked against the summary of changes in Addendum No. 2.
Assumptions and limitations
Estimated values use plan quantities and regional unit costs. They are not bid prices.
Strength describes how well the basis holds up against the documents, not the likelihood that the City agrees.
The Supplemental General Conditions read Department as the City and Resident Engineer as the City Engineer. The Standard Specifications are cited as so modified.
The SHPO review letter and the cooperative's relocation estimate are not in the bid documents and were not reviewed.
Coordinates are Oklahoma State Plane, South Zone (3502), NAD83(2011), US survey feet. Elevations are NAVD 88.
