Plan sheet references

7 referenced plan sheets are not in the bid package

Four sheets are in the index of sheets but missing from the 254 sheet files. Three are in neither, including TC-14 Traffic Control Phase 3 for SC 333, which SP p. 14, the TC-01 general notes and IFB p. 17 all rely on.

Action: add the sheets or remove the references.

Light Pole Foundations still carries a QC note saying the foundation type may change and the package should be held. Sheet TC-01 cites the 2009 MUTCD, SP p. 44 cites the 2007 Standard Specifications, line 0200 carries a Spec Year 2007 pay item, and SP p. 31 has an unfilled section reference.

Action: settle the foundation type and delete the note.

Method

  1. All 262 files were read. Bid items were taken from the bid schedule, and provision titles and page numbers from the special provisions.
  2. Each bid item was matched to its governing document. A standard SCDOT pay item counts as covered by the Standard Specifications section given by the first three digits of its number. A special item (899 series) needs a project special provision. Provisions with no bid item were listed as well.
  3. Every sheet number mentioned in the IFB, the special provisions and on the plan sheets was collected and compared with the index of sheets and the files in the plan set.
  4. The IFB, special provisions and plan notes were searched for reviewer notes, initials with dates, placeholders such as X.X, and references to superseded editions of the Standard Specifications, the MUTCD and the pay item list.
  5. Each finding was linked to an action. The status light stays red while any finding leaves bidders without a basis for pricing, and turns amber when only editorial corrections remain.

Assumptions and limitations

  • Standard pay item numbers were checked against the section numbering only. Each item should be confirmed against the SCDOT Specification Year 2025 pay item list before advertisement.
  • Sheet content was not reviewed, only that each sheet exists and its number matches. Revisions were not compared.
  • Coordinates (NAD83(2011) South Carolina State Plane, international feet) and elevations (NAVD 88) were not checked.
  • Supplemental Specifications and Supplemental Technical Specifications in effect for the letting were not reviewed against the provisions.
