Electrical and low-voltage invitation to bid and scope matrix, Lone Prairie Intermediate School
Draft invitation to bid for the Division 26, 27 and 28 subcontract with the prime contract provisions flowed down, and a 96-line scope and responsibility matrix traced to the bid documents. 20 lines lack a quantity the electrical sub needs to price the work, and two prime contract requirements were missing from the company ITB template.

Summary
Quantities · Telecom and security
20 of 96 lines lack a quantity the electrical sub needs, 11 of them in telecom and security
The bid set has telecom plans for Level 1 only (T-101), and the Division 28 security drawings are released only under the District's confidentiality agreement (00 73 00, p. 5). Another 14 lines have different quantities in the specs and on the drawings, such as notification appliances and submeters.
Take the Level 2–3 outlets from the Revit model, release the security set under NDA and request unit prices for 7 lines.
A101 and 00 73 00 · Liquidated damages
The Wing A milestone and its liquidated damages were not in the template
The prime contract assesses $2,500 per calendar day if Wing A is not substantially complete by Jul 14, 2028 (00 73 00, p. 9). The template has only the subcontract completion date of Sep 29, 2028. A 28-day Wing A delay costs the GC $70,000 in liquidated damages with none to recover under the subcontract.
The draft adds a Jun 16, 2028 milestone at the same rate. One more provision is missing from the template and three deviate.
Scope matrix · F-09
No one is assigned to connect and test the fire/smoke damper controls
The 42 combination fire/smoke dampers are furnished and installed under Division 23 and wired under Division 28 from fire alarm control modules (Exhibit B, p. 7, line 20), but no document says who connects, starts up and tests the damper controls. The same gap applies to the EV chargers (X-01) and the walk-in cooler and freezer alarms (M-09).
Assign connection and testing to the electrical sub and NFPA 4 integrated testing to the GC before the ITB goes out.
The split is a proposal. Who performs and witnesses NFPA 4 integrated testing should be confirmed with the fire protection engineer and the AHJ/fire marshal before the ITB goes out.
Scope matrix, invitation to bid and missing quantities
The scope matrix has one line per item with who furnishes, installs, wires and connects it, the source in the bid documents and whether a quantity is available. Click a line for details. The Invitation to bid tab shows the draft with each provision tied to the prime contract and switches between the template text and the draft. The Missing quantities tab lists what the electrical sub needs to price the work.

Read the bid documents end to end: Divisions 00 and 01, Exhibit B, the Division 23 and 26–28 specifications, the life safety plans and the electrical, telecom and fire alarm sheets. Each piece of equipment, installation or function that touches Divisions 26–28 became one line, 96 in all.
For each line, the party that furnishes, installs, wires and connects or starts it up was taken from Exhibit B and the specifications, with file and page or sheet number. Where no document names a party, the cell is marked Not assigned.
Quantities were checked against the specifications and drawings. Available: the quantity is stated or can be counted. Missing: the sub cannot take off the quantity from the bid package. Uncertain: specs and drawings disagree or the extent is unclear.
The company ITB template was compared provision by provision with the prime contract for the terms that must flow down: milestones, liquidated damages, correction period, insurance, bonds, claim notice, coordination and payment.
Each missing quantity got a proposed fix: model quantity, unit price, add alternate, RFI to the Architect or release of the security drawings under NDA.
Assumptions and limitations
The Revit model is for information only under the Supplementary Conditions. Model quantities go to bidders as reference quantities, not contract quantities.
The matrix includes mechanical, plumbing, controls and foodservice scope only where it touches Divisions 26–28.
The liquidated damages exposure assumes the electrical sub caused the delay. Phase 1 LDs run per calendar day with no cap in the prime contract.
The A401 standard text is not reproduced. Deviations compare the company template with the prime contract documents. Other A401 provisions have not been checked against the form text and should be reviewed by contract counsel.
The $2,500 per day rate and the two-year correction period are flowed down as written in the prime contract. Whether they suit the subcontract was not assessed; the estimator and contract counsel should confirm them.
Responsibility for integrated testing of fire alarm, dampers, doors, elevators and HVAC has not been checked against the life safety documents and should be confirmed by the fire protection engineer.
Division 28 numbers follow CSI MasterFormat. Wisconsin DOA's master specification for state projects still places fire alarm under 28 31 00.
Subcontract pricing is not included. Bids are leveled in a later step.
